Set up a personal VPN server in the cloud using Algo, an open-source project from Trail of Bits.
IPsec VPN
This project sets up an IPsec VPN server with IPsec/L2TP, Cisco IPsec, and IKEv2, plus client configuration and management scripts.

About IPsec VPN
IPsec VPN is a set of scripts that sets up a self-hosted IPsec VPN server on a Linux server. It uses Libreswan as the IPsec server and xl2tpd as the L2TP provider, and supports IPsec/L2TP, Cisco IPsec and IKEv2. The project describes an IPsec VPN as encrypting network traffic between the user and the VPN server, which it says is useful on unsecured networks such as coffee shops, airports or hotel rooms.
The scripts must run on a Linux server, such as a cloud server, virtual private server or dedicated server, and not on a personal PC or Mac. The project lists supported distributions, including Ubuntu, Debian, CentOS/RHEL, Alpine Linux and Raspberry Pi OS. Servers behind an external firewall need UDP ports 500 and 4500 open. Pricing is unknown.
