Trilium
Trilium Notes supports building a personal knowledge base, as described by the project page.

About Trilium
Trilium Notes is an open-source, cross-platform application for building a personal knowledge base with hierarchical notes. Notes can be arranged in an arbitrarily deep tree, with a single note placed in multiple locations through cloning, and the project describes usability with upwards of 100,000 notes. It provides a WYSIWYG editor with tables, images and math, code editing with syntax highlighting, full-text search, note versioning, per-note encryption, and synchronization via a self-hosted server. Sync can also use third-party hosting services, notes can be published to the public internet, and the nightly build is described as unstable while the stable release is recommended for most users.
