ShaderGlass
ShaderGlass overlays GPU shaders on the Windows desktop and Wine, according to its project description.

About ShaderGlass
ShaderGlass is an overlay that applies GPU shaders on top of the Windows desktop and under Wine. It can display effects in a floating transparent window or full-screen, using a built-in RetroArch shader library for CRT simulation, upscaling, and adjustments such as blur and sharpen.
It supports saving and loading profiles, importing external .slangp/.slang shaders, and capture from a USB webcam or capture card source. It requires Windows 10 version 2004 or Windows 11 with a DirectX 11-capable GPU; use on Linux is through Wine/Proton with ScreenCast/PipeWire capture in clone mode only.
